The Union for Justice Foundation reported that 25 Palestinian civilians, half of them children, were killed by Israeli soldiers and settlers in the West Bank during November.
Regarding the geographical distribution of those killed, the Foundation stated that:
6 were from Hebron governorate, 5 from Nablus, 5 from Jenin, 3 from Ramallah and Al-Bireh, 3 from Jerusalem, 2 from Tubas, and one from Qalqilya.
The Foundation’s monthly report also noted that among the deceased was a detainee who died in Israeli prisons due to the Israeli Prison Service’s policy of deliberate medical neglect: Mohammad Hussein Mohammad Ghawadra, 63, from Jenin. In addition, 12 children under the age of 18 were killed.
The children killed were:
Jamil Atef Jamil Hannani (17) from Beit Furik, east of Nablus;
Murad Fawzi Abu Saifin (15) from Al-Yamun, Jenin;
Mohammad Abdullah Taym (16) and Mohammad Rashad Fadl Qasim (16), both from Al-Judeira near Jerusalem;
Aysam Jihad Labib Ma’ala (13) from Beita, south of Nablus.
Also:
Bilal Bahaa Ali Ba’ran (15), Mohammad Mahmoud Abu Iyash (15), and Waleed Mohammad Khalil Sabarneh (18), all from Beit Ummar, Hebron;
Jadallah Jihad Jumaa Jadallah (15) from Al-Fara’a camp, Tubas;
Imran Ibrahim Imran Al-Atrush (18) from Hebron;
Amro Khaled Ahmad Al-Marbou‘ (18) from Al-Am‘ari camp near Ramallah;
and Sami Ibrahim Sami Mashaikh (16) from Kafr Aqab, Jerusalem.
According to the Foundation’s monitoring, two young men were killed by settlers’ gunfire:
Ahmad Rubhi Al-Atrush (32) from Hebron, who was shot by settlers at the city’s northern entrance;
and Bara’ Khairy Ali Ma‘ali (20) from Deir Jarir, Ramallah, who was killed as settlers opened fire on residents attempting to repel their attack.
This brings the number of Palestinians killed by settlers’ gunfire since the beginning of this year to 15, and 36 since 7 October 2023.
The Elderly Martyr
During November, 73-year-old Haniya Hassan Mahmoud Hannoun died when dozens of Israeli soldiers stormed her family home in Al-Mazra’a Al-Gharbiya, Ramallah district, to arrest her grandson.
According to details of the incident, Hannoun—who suffered from heart problems—attempted to prevent soldiers from arresting her grandson Mohammad and stop them from assaulting him. The soldiers pushed her, causing her heart to stop, and they prevented her grandchildren from giving her her medication.

Five Killed in Assassination Operations
Last month, Israeli special forces carried out four assassination operations resulting in the killing of five young men:
* Younis Walid Mohammad Ishtayeh (24) from Tell, Nablus;
* Abdul-Rauf Khaled Ishtayeh (30) from Balata camp, Nablus;
* Sultan Nidal Abdul-Aziz (22) from Baqat Al-Hatab, Qalqilya.
Journalists’ cameras also captured live the execution of two men: Al-Muntasir Billah Mahmoud Qasim Abdullah (26) and Yousef Ali Yousef Asasa (37). They were arrested alive from inside a commercial warehouse in the Jabal Abu Thahir neighborhood in Jenin, but soldiers later shot them at close range, despite their hands being raised and posing no threat.
Following widespread international and human rights condemnation, Israeli National Security Minister Itamar Ben-Gvir announced the promotion of the commander of the undercover unit responsible for the killings.
Other Victims
Among the other Palestinians killed last month were:
* Abdul-Rahman Ahmad Darawsheh (26) from Wadi Al-Fara’a, Tubas;
* Hassan Ahmad Mousa (19) from Askar camp, Nablus;
* Osama Yasser Kmeil (20) from Qabatiya, Jenin;
* Adel Khaled Qazzaz Al-Darabi‘ (26) from Dura, Hebron, who died from injuries sustained a week earlier after Israeli soldiers assaulted him while he attempted to enter the occupied territories for work.
The Union for Justice Foundation believes the rising number of Palestinians killed in the West Bank reflects a new policy adopted by the Israeli army, especially after 7 October 2023, characterized by increasing leniency toward opening fire on Palestinians even when they pose no real threat.
The Foundation further argues that the killing of Palestinians has become an end in itself for the Israeli army, which enjoys full political and judicial protection from a far-right government, in the absence of any meaningful international accountability applying to Israel, which behaves as though it has absolute impunity.
The Foundation also noted that Israel uses lethal force for political purposes, seeking to intimidate Palestinians and push them to leave their homes in service of its expanding settlement projects in the West Bank.
