04/01/2026 – Union for Justice Foundation

The Union for Justice Foundation stated that (30) Palestinian detainees were declared dead in Israeli prisons and military camps during the past year, bringing the number of identified martyred prisoners since the beginning of the war on 7 October 2023 to 85.

The Foundation noted that this figure represents the deadliest period in the history of the Palestinian prisoners’ movement, as the number of identified martyred prisoners since the start of the Israeli occupation of the West Bank and Gaza Strip in 1967 has now risen to (322).

It emphasized that the occupying authorities continue to conceal the identities of dozens of martyred detainees from Gaza, in addition to dozens who were summarily executed in the field. Israel still refuses to disclose the fate of many individuals arrested in the Gaza Strip during the war, despite repeated requests submitted by human rights organizations. As a result, Palestinian families remain unaware whether their loved ones are alive or among the martyrs, leaving them in an indescribably difficult psychological state.

The Foundation explained that among the prisoners whose deaths were announced last year were (14) from the Gaza Strip, (6) from Jenin Governorate, (4) from Bethlehem, (3) from Hebron, and one each from Ramallah and Al-Bireh, Tulkarm, and Nablus. It further pointed out that (16) of the martyred prisoners were under the age of thirty and, according to their families, had not suffered from any illnesses or health conditions prior to their arrest—indicating that they died as a result of torture and severe beatings during detention.

The Union for Justice Foundation warns of the continued loss of life among prisoners in Israeli prisons and military camps in the coming year, in light of the ongoing repressive policies pursued by the occupation authorities against Palestinian detainees. It stresses that the repeated deaths of prisoners cannot be recorded as isolated or exceptional incidents, but rather as part of a systematic policy overseen by leaders and ministers in the Israeli government, foremost among them Israeli National Security Minister Itamar Ben-Gvir, who openly boasts about tightening measures against prisoners, publishes videos documenting such abuses, and pushes for the enactment of legislation calling for their execution.

The Foundation notes that the rising number of martyrs in Israeli prisons is a direct and foreseeable consequence of the continued use of torture, including sexual assault, severe beatings with batons, electric shocks, starvation, and exposure to extreme cold due to the lack of clothing and blankets, as well as deliberate medical neglect that has led to the spread of diseases and epidemics, most notably scabies.

Killing and Withholding of Bodies

The occupation does not stop at killing prisoners, but continues to withhold their bodies, compounding the crime through sham “investigations” carried out with judicial complicity, aimed at entrenching policies that result in the slow execution of prisoners inside prisons and military camps.

The number of Palestinian prisoners currently held in Israeli prisons exceeds 9,300, in addition to hundreds of detainees held in military camps, including more than 50 female prisoners and around 350 children. The number of administrative detainees reached 3,368 as of November.

The Union for Justice Foundation calls on international institutions and bodies to exert pressure on the occupying power to halt its brutality against Palestinian prisoners and to allow the International Committee of the Red Cross to resume prison visits—suspended by decision of the Israeli government since 7 October 2023—in order to assess detainees’ conditions and save what can still be saved.
